After giving appropriate public notice and opportunity for comment, each court of appeals may adopt rules that govern practice before the court. See 28 U.S.C. § 2071; Fed. R. App. P. 47; Cir. R. 47. The court appoints an Advisory Committee to serve as a conduit between members of the bar who have suggestions for change and the court, which retains ultimate responsibility for effectuating change.
