The Seventh Circuit Judicial Council is the policy–making body for the circuit. It consists of twenty–one voting members, both active circuit and district judges, as well as a bankruptcy and magistrate judge who serve in a non–voting role. As provided by statute and regulation, the Council oversees important aspects of circuit–wide administration “for the effective and expeditious administration of justice.” 28 U.S.C. § 332. In particular, the Council reviews judicial–conduct and disability matters, oversees large space and facilities projects within the circuit, approves local court rules and plans for consistency and compliance, and implements policies for the smooth, fair, and efficient operation of the circuit.
